“外研社·国才杯”全国大学生英语辩论赛是国内创办最早、规模最大、水平最高、影响最广的全国性英语辩论赛事。为进一步丰富我校学生的课余生活，提高学生的英语应用能力，选拔出综合素质优秀的学生代表学校参赛，特举办第28届“外研社·国才杯”英语辩论赛校园选拔赛。现将有关事宜通知如下：
一、组织单位
主办单位：中南民族大学创新创业学院
承办单位：中南民族大学外语学院
二、参赛对象
英语专业类：外语学院英语类专业本科生；
非英语专业类：通过大学英语四级非英语专业本科生；
欢迎历年校英语演讲比赛获奖选手积极报名参赛。
三、参赛要求
组队参赛，每队限2名队员（一辩和二辩）。
四、报名方式
1.报名截止时间：3月17日（周二）15：00前；
2.报名方式：扫码报名。通过企业微信扫描二维码（图一）填写报名信息收集表报名；通过企业微信扫描二维码（图二）加入竞赛组织群，以便及时获取最新竞赛消息。
注:图一和图二二维码每隔7日将通过校创实部负责人企业微信群进行更新,有需要的同学请找各学院创实部负责人获取。

五、比赛时间与地点
时间：3月19日（周四）下午
地点：待定(以竞赛组织群通知为准)
六、比赛要求及流程
1.比赛要求
本次辩论赛将参照“外研社”全国英语辩论赛的要求，采用英国议会制辩论形式。每轮次比赛由四组队伍（共八名辩手）参加，分别为opening proposition，opening opposition，closing proposition，closing opposition.辩题于赛前30分钟抽取。若报名队伍较多，则会增加初赛，其考察形式，详见竞赛组织群通知。
2.比赛流程
（1）opening proposition team, the 1st speaker"prime minister" 4 minutes
（2）opening opposition team, the 2nd speaker"leader of the opposition" 4 minutes
（3）opening proposition team, the 3rd speaker"deputy prime minister" 4 minutes
（4）opening opposition team, the 4th speaker"deputy leader of the opposition" 4 minutes
（5）closing proposition team, the 5th speaker"member of the proposition" 4 minutes
（6）closing opposition team, the 6th speaker"member of the opposition" 4 minutes
（7）closing proposition team,the 7th speaker"proposition whip" 4 minutes
（8）closing opposition team,the 8th speaker"opposition whip" 4 minutes
七、评分标准
选拔赛评委为外语学院教师，评选结果由评委打分产生。具体评分标准如下：

excellent to flawless. the standard of speech you would expect to see from a speaker at the grand final level of the tournament. this speaker has many strengths and few, if any, weaknesses. |
80-89 |
above average to very good. the standard you would expect to see from a speaker at the semi-finals level or in contention to make to the finals. this speaker has clear strengths and some minor weaknesses. |
70-79 |
average. the speaker has strengths and weaknesses and roughly equal proportions. |
60-69 |
poor to below average. the team has clear problems and some minor strength. |
50-59
|
very poor. this speaker has fundamental weaknesses and few, if any,strengths. |
八、奖项设置
本次校赛设冠军1项、亚军2项、季军3项、优胜奖6项、最佳辩手2名。其中，最佳辩手将获得华南赛区参赛资格。
九、奖励办法
根据《中南民族大学大学生创新创业和社会实践学分管理办法》，参赛选手均可获得相应创新学分。
